To insult a dwarfs honour with an accusation you can't prove is a crime in of itself. Make courts less of a trial as we know it and more like arbitration, to bring a case to court is just as risky for everyone, if you can't prove you're right you risk punishment yourself. I think I would get rid of an idea of innocent until proven guilty or an accuser and defendant, If a dispute gets to trial SOMEONE is guilty.
